Outlook 2000 takes ages to open

I run xp pro and office 2000. Word etc all open fine.
Outlook has recently taken to taking ages (like anything between 3 to 15 minutes) to open. When I clikc on the icon usually the cental "microsoft Outlook 2000" appears.

After that its hit and miss. Sometimes it opens fully, I see old emails, it then opens the "send and Receive" window which is just blank. It stays like this for ages and ages. The task amager shows "inbox - microsoft outlook" - running, and Microsfot Outlook - not running (twice!). After some time (that appears random!) a "bing" is heard and all is well. Whilst waiting everything else on laptop goes slow.

Other times I just get a blank outlook window for ages.

I have tried to search for "outcmd.dat" in order to delete it but apparently there isn't one.

Has anybody got any suggestions 'cuase I am wasting a lot of time...
