Unauthorized attempts to connect to internet

At random times I find the dial-up internet connection box displayed on my desktop. Is this some program attempting an unauthorized connection? Is there a way for a technically ignorant computer user to find out why this is happening? I run Spysweeper and do scans regularly with no effect on this symptom.

I'm hoping to go to broadband access soon and am wondering if this could create bigger problems.
