Erasing DVD+RW on pc

I have a eMachine that is equipped with Windows Vista Home Basic. I want to erase a movie off of a DVD+rw. Windows help tells me to go to the disk drive and simply hit erase disc on the toolbar, only problem is that option is not available. How do I erase a dvd+rw? do I need to download something?
Also should the dvds be formatted first before I burn movies to them?

The native Windows CD/DVD Handling is horrendous, you'd want to get something along the lines of Imgburn.
