Sorry but what you are asking is not real clear.

I suspect that you want to format your computer and re-install the operating system. If this is what you want, that can be done provided you have a re-installation CD or a recovery CD.

We would need more info as to what specifically you are trying to do. Till then we have to generalize our answer.

You would need the original Operating system CD or, if it came with a recovery CD.
If, as your avitar shows (windows 2000), you can purchase a CD for XP (if you can find it) or Vista.
