How can I restrict internet bandwidth

right now I have 2 PC's connected to my router (2mb internet connection) and I would like to know how can I restrict the internet bandwidth to one of them.

is there any software that I can use?

btw I don't see any option to do it in my router settings.

If there is no option in the router it's not possible.
Software solutions on the PC side are easily overridden so I wouldn't even go there.

Why do you want to do such a thing, just out of interest?

Most Routers got an option to control the bandwidth of a particular PC.

It is called QoS (Quality of Service).

Could you please tell me the model and the maker of the router so we can check if your router have that feature.
