cant run active x controlls

whenever i go to a site that wants me to"click bar to install active x" there is no bar, and then explorer freezes or sometimes says "internet expl shut down to protect you from malicious blah blah blah"
I checked security enabled almost all to do with active x--- still nothing
anyone?
