no boot device available error

I came upon a Dell optiplex gx620 with no hard drive. I purchased and installed a western digital 320 gb hard drive in it. I was not able to boot up the instal disc. I purchased a preactivated copy of windows XP hoping that I could load it first then instal the HD disc.

I've gone into the system bios and altered the boot order to cd first, but continue to come up with the error "no boot device available".

Can anyone help?
