Windows 98 will only boot in safe mode

If I try to boot Win 98 in normal mode I just end up with a black screen.
I thought the culprit was WinShut so I uninstalled it in safe mode but the problem persists.
As I have multiple operating systems and lots of installed applications I would like to repair the Windows 98 installation rather than re-install as the latter means re-installing every os.
Im hoping there is a file or registry I can tweak. :)

At what points does it shut down?
At the Windows 98 boot screen (looks like this), or at the desktop/logon screen or something?

I had to reinstall 98 to solve the problem!!!

I simply won't install any applications in the future that take control of the shutdown process!!!
