wierd internet issue

I have a strange issue, it's across my entire network not just one computer. Web browsing is incredibly slow sometimes and sometimes it will load part of a page and not all of it. etc. etc. you get the idea. BUT the problem is very sparatic it's not all the time but it's not uncommon either. strange thing is I created a ping batch file that keeps looping but it doesn't even so much as hiccup when the browsing speed starts to go to crap but if I ping the site that's slow (that I'm trying to visit)it will not respond at all. browsing on one site can be slow and the other is good. The error that gets thrown when a page doesn't load all the way is 101 connection reset....

I got my ISP out here the other day before I noticed the issue with the ping, they looked around. changed some lose wall jacks for the coax line and called it good.
