Slow computer and can't access internet options fm toolbar

We have had this computer for about 5 yrs and it has gotten progressively slower.
Now the main problem is that we can't access the internet options fm the tool bar. We get the following error msg "This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator".
I am the system administrator, but I don't know what to do.
I routinely run the following programs: Spybot, Spyware Blaster, McAfee. I always fix or quarantine anything that is found.
I have run the checklist and have the logs which are posted below. I also have run CCCleaner and Malwarebytes and fixed whatever they have found. System restore also did not clear the problem.
