Computer starts up with Black Screen, Need some advice.

Hello, sorry if this isn't the right place to ask for help about this, I am new here.

I recently built a new computer. It was my first time, and everything went really smoothly. Just recently, as I was browsing the web and talking to a friend on Skype, my computer just shut off randomly.

I was really confused, and tried turning it on again, but all I got was a black screen. My Power LED and Restart LED were both solid, which was weird. And pressing the restart or power button didn't do anything. Also no LED's came on my keyboard either.

I tried taking out and putting in the RAM. Taking off the heatsink and checking the CPU. Cleaned my computer. I took out most of the parts and put them back in again, making sure everything was connected. Everything seems fine inside my computer, unless my PSU, Mobo, or Video Card went bad, which would be odd since I build this computer less then a month ago.

I really have no idea what is wrong with my computer. I cannot get to the BIOS or Safe mode. I also tried booting from my Vista CD but nothing happens when I put my Vista CD in my drive, so reformatting isn't really an option. I also tried unplugging everything and letting it sit for a while and plugging everything back in. Nothing seems to work. Could someone help me out?
