Slow start up, high CPU usage, blocked email

Good afternoon!

The problem I'm having began several months ago, when I received a suspicious email sent from my husband's email address. This was a free email address from Hotmail, and the message was an advertisement for a shopping website. It did not include any attachments, but did include a link, which I did not visit. His paassword had been changed and once we were able to regain access, we found that the vacation reply had been set to this message. We changed the password and removed the vacation reply, but the problem did not go away, and he has abandoned this email address.

Shortly after that, the computer began to start up and run very slowly, and we have not been able to access Hotmail at all (even the main page - it acts as if we're not connected to the internet). I've completely reformatted the computer a number of times, and the problem improves then recurs. I've blocked Hotmail entirely and begun using Yahoo and Gmail, and now I cannot access eithe of those (though I can access the Yahoo and Google main pages, and can access email without trouble from my phone).

As far as the actual problem with the computer, it will work fine, then begin suddenly and without provocation while we are online. After that, start up is slow and the welcome sound skips and is drawn out over several seconds. It takes quite a long time to allow me to use any programs after logging in to a profile, and our CPU use is typically up around 99% - typically from "System Idle Processes". After some time, I can get online and it runs okay, but we can't watch videos or listen to music as it skips.

We do not do any downloading, and all software installed on our computer was purchased legitimately and installed from CD or DVD. I've run several scans (AVG, MBAM, etc, and nobody has ever found a problem). I usually remove quite a bit of unwanted software that came with windows (such as WildTangent games), but this time I was too lazy after running recovery. Those programs weren't present when the problems began.
