Stuck in Safe Mode?

Regarding Windows XP,
At first it seemed like I was stuck in Safe Mode because I couldn't install any new programs or updates, so I went into 'msconfig' and saw that I wasn't even in Safe Mode but I checked Normal Mode and restarted.
Now, my computer has rearranged all the icons on my desktop, and I cannot access the internet or any program.
Booting with Normal Mode using F8 doesn't help, and in 'msconfig' it is set at Normal Mode.

Choosing to start-up with Last Working Settings in F8 didnt do anything different.

What is happening? Please offer assistance.
