Taskbar won't show!

I have the same problem! Is there a new virus or worm my AV isn't catching?

The taskbar still won't load even though I try sfv /scannow. I have only a WINDOWS HOME SP2. I installed with WINDOWS HOME normal. Someone help? 
With sfv /scannow it doesn't work and I keep having to click retry. But no avail still no taskbar at startup, with safe mode STILL NONE.
