Have a couple of questions for you to help solve this issue...

1) I assume by data card your are using a mobile broadband card from a cell carrier?

2) If so - who is your carrier?

I ask because there are a few ways to go around this - but they differ by your carrier. The reason for the difference is due to some carriers (AT&T) use a sim card and other (Verizon Wireless) do not use sim cards.

Is the 3G air card built into the laptop or is it an external device?
If external - what is the make and model?

Who is the carrier provider?
