McAfee: "Error starting on demand scanner"

I have reformatted my system twice this week, but the virus keeps popping up. Google searches are redirected, McAfee is not allowed to scan, when I try to do a system restore, it says the admin has disabled this privilege. I have downloaded Malwarebytes, but when I try to run it, a black screen flashes for a moment and disappears.

Please help me get rid of this thing once and for all.
