512MB is not perfect, but it shouldn't cause constant programs hanging up.
Most hangs come from IE (iexplore.exe) and Outlook Express (msimn.exe).
Then, there are some networking issues (Userenv) and finally we have system restore unable to run, possibly caused by some page file issues.
Lot of problems, so we'll have to take it step by step.
I'd like to see that Speedfan data.

well any way i am talking about having him list the addons in internet explorer i lookes up the errors in the log and they seem like those ascociated with toolbar overload or rogue addons

on a side note i have never had ccleaner kill a computer on me unlike regcleaner which was a bit finicky. the worst i have had to do is re assign programs to a few filetypes

I doubt, we're dealing here with IE problem only.
IE issues are probably caused by some other problems.

I'd....

Go Start>Run ("Start Search" in Vista), type in:
sfc /scannow
Click OK (hold CTRL, and SHIFT, hit Enter in Vista).
Have Windows CD/DVD handy (with Vista, most likely, you won't need it).
If System File Checker (sfc) will find any errors, it may ask you for the CD/DVD (rarely in Vista case).
If sfc won't find any errors in Windows XP, it'll simply quit, without any message.

That means, you have system files problems.
You need Windows CD.
