Malware trojans, backdoor bot , keeps coming back

Hi I have used the malwarebytes it did find some but then when I reboot it comes back under new names.It will not let me run system restore its like it can not find it same problem for notepad and mcafee wireless home network security. I am almost ready to wipe the whole thing.I did try to do the stuff in the guide but it said " Your current security settings do not allow this file to be downloaded" For all the files there. Thanks in advance for your help.
