BSoD No Safe Mode, Cant System Restore, Or Spyware Programs

I am trying to fix my computer it has the BSoD. What happens is when I boot normally i get a bunch of pop ups and error messages. Also Internent Explorer keeps trying to open. I have tried to boot in safe mode to run programs but it goes right to the BSoD and gets stop messages. Also when I go to run virus protection or malwarebytes in shuts down after 3 seconds. I also tried system restore but it couldnt restore to any of the save points. I tried a basic search but didnt find any information on this. Any help or knowledge would be great. Also as soons as I plug in the internet cable it goes blue screen.
