Playing DVDs in XP

I am trying to play DVDs on my laptop. It is a Pentium Celeron 433mhz with 128meg of RAM. When I play DVDs the video is choppy and the sound clips very bad, like it would on a very scratched CD.

I am using Windows XP Pro, playing the DVDs in Media Player and Power DVD with similiar results. I want to be using Win 98 but I lost the CD. When the laptop was new, installed with Windows 98, DVDs played perfectly.

Is there anything I can do (another program perhaps) to better my DVD playback???
