Bad Image message for every program on computer!

The computer shows the following type of message every time I open a program or file (See attached file for print screen of image.)

In the blue bar at the top it gives the program name with the .exe extension followed by Bad Image.

Next to the X in the red circle, it states:

"The application or DLL C:\PROGRA~1\Google\GOOGLE~1\GOEC62~1.DLL is not a valid windows image. Please check this against your installation diskette."

Is there a fix for this other than having to reload the operating system and then download all of the updates? Please let me know, and have a great afternoon!
