Can't SAVE or RUN any programs? Anywhere

Say I go to download a program and I select save, it doesn't appear. It's ALL types of files. I can't save anything anywhere. Desktop, C Drive, jump drive, etc...
If I select "run", nothing happens. I have to put the program on a jump drive from another computer.

So, I first thought virus. All virus and malware/adware scans come back clean

Thoughts?

What browser/version?
Did you try another browser?
