dial up modems

Is there a way to test a dial-up modem without an internet connection? I have my mother in law's dell computer here in which she couldn't get on the internet with. Her internet was working at one point and suddenly wouldn't connect. That was months ago and they just returned home from their summer place. I would like to check it for them but have a cable connection. And they have obviously cancelled their service. Seems to me it WAS dialing but never connected. Like I said that was months ago. I don't know if it was the settings or what.
