task manager, regedit, msconfig won't start

as said on my title, these processes won't start. when i press alt+ctrl+del, a prompt says that "task manager has been disabled by your administrator" though i am the administrator. pc has dramatically slowed down after reformatting it 2weeks ago. avg anti-virus won't install as well. i'm currently scanning my pc using malwarebyte's anti-malware. i never encountered a problem like this. need help. thanks!
