Manuall create install disk from extracted recovery partition

I have my brothers HP laptop with Vista Home Premium 64bit. Restore disks were never created. No matter what I tried I cannot reinstall to factory settings from recovery partition thru F11 key or recovery boot disk. Tried recovery options with a borrowed Vista disk - didn't work. Cannot create restore disks because computer won't boot to OS from normal or safe mode. Checked forums for bsod code and tried all suggested options - non worked.
Loaded Linux live cd and copied recovery partition to external drive.
Unpacked all .wim files. I now have a extracted recovery partition.
Is it possible to create a installation DVD from the recovery partion extracted files?
