Power up failure

I have an athlon pc approx 5 years running win 98.
Recently when I press the on button the lights flash
momentarily but knothing powers up.
After this pressing the button has no effect.
If I unplug at the mains and start again some times it
will power up and boot up as normal.
Can you help ?
