internet explorer asking what program to use to open

my computer is crashing for some reason. Its running Windows XP. It crashed and my family member restored it, now when we right click to open internet explorer, it asks what program we want to use to open it. The internet is accessible now, by searching from the programs menu. No internet explorer shortcuts work though. In addition, a lot of the icons have taken that classic white screen icon versus their normal appearance. I'm hoping someone can help me find a fix.
