Is it possible to use GP to prevent certain users with admin rights from installing software, changing wallpapers, themes etc?
Or is there some other way of doing it. I wont be able to install any third party software.

Hi, that is certainly possible.
Go to start > run > type: "gpedit.msc" (without quotes)
A new screen pops up.
Go to the Local Computer Policy > User Configuration > Administrative Templates > Control Panel > Display (or display settings)
Locate the settings of your choice, in the case of preventing to change a wallpaper, it should be something like
"prevent changing wallpaper" , "preventing to change wallpaper" or similar, I'm not 100% sure in English.
