XP won't start missing dll's

xp won't start up because its says ODBC32.dll and LSASRV.dll are missing.
and it wont start up in safe mode.
please help

ok to be more specific what is really happening is that winlogo.exe cann't locate odbc32.dll and then lsass.exe can't locate lsasrv.exe.
i just tried rebooting in the last known good config and that didn't work.
