Windows fails to start with stop code

Hello, I was trying to reformat my laptop earlier this morning, because it kept restarting itself. I would try to start up windows normally, it would go to black screen, then restart.

I put in my windows CD, erased the old partition, and made a new one, and then computer restarted. When it turned back on, it started normally, but then a BSOD came up saying something about:
SYSTEM_LICENSE_VIOLATION


Technical info:
*** STOP: 0x0000009A (0x00000000, 0x00000000, 0x00000000, 0x00690057)


This does this anytime I try to start up windows in any mode. I have the BIOS set to boot from the windows boot disk I have in the drive, but it always displays this message and justs sits there.

I've tried taking the disk out and booting it up with no disk inside, but I still get this message.

I've opened the case, and nothing seems to be burnt out or overheated.

My laptop is a Latitude C640
512 MB RAM
Radeon 7500 32mb VRAM
2.0 GHz processor (not sure what kind right now)


Any help at all would be greatly appreciated.
