Could this be a virus Versioncuecs2.e.exe

I can't start my computer in normal or safe mode. It says there was an error after trying to start VersionCueCS2.e.exe. It goes to blue screen and then reboots over and over again. Also getting a winlogon.exe error trying to get into safe mode. My computer just keeps rebooting. Please help.
