Restore compaq computer with a reinstallation cd windows xp for dell?

Hi, I have a compaq presario desktop and my internet explore doesn't work. They told me that the computer is getting the internet from the command prompt that I might need a new explore site. So I wanted to restore the computer but I only have a re installation cd for a dell. I don't know what to do please help.

OK your description is vague to say the least.
If you are getting the internet through a command prompt then that means they read the IP. So when you click on Internet Explorer what happens?
Try Firefox and see if it works.
