windows xp stalls on shutdown

so when i try to shut down (start>turn off computer>turn off) it goes through the typical shut down procedures and then it gets to the blue windows xp screen where it says its saving settings, etc. when it says windows is shutting down, it stays there indefinitely, forever for all i know. so on my monitor is that blue windows xp screen and the words "windows is shutting down" are staring at me and i wait and i wait, and its still the same. so i have to manual shut down. what the heck is wrong?
