desktop user profile Vista

When a second user wants to log in (switch user) the second profile will not load. "User profile has not loaded correctly, a temporary profile has been created." All icons are on desktop, but personal settings are gone. If I reboot, and log in as the first user, my profile comes up fine. I've tried a restore with no fix. HP Pavillion desktop w/Vista.
