BBS boot priority has changed! HELP plz

:) Ok, I am frustrated. Im sorry if I put this in the wrong place but im desperate!!! I have been getting a message every time I boot saying BBS boot priority has changed boot fail.
This is what I have already tried:
-Jump the motherboard by removing the jumper and doing the pin swap to reset it (failed)
-Going into advanced BIOS settings and change the boot priority, save/exit (failed)
-Replaced battery on Motherboard (failed)
-Put a new clean unformatted HD in and Vista will not load on it. The setup menue showed no devices on wich Vista could install. (Double Fail!)

Now, here is the wierd part...Sometimes I can get it to boot by tricking it. I put in the vista operateing disk and pull it out before it actually loads up. This works sometimes and sometimes not. I have used this method sometimes 5 or 6 times in a row to get it to work. This cannot be normal!

I have antivirus software installed and have detected no viruses (AVG). I have been dealing with this for 2 weeks now...actually around the time I put AVG on my comp. Could this be connected? Any help would be great, as I am about to hurl my PC at a wall! :) All my system specs are listed in my Profile
