XP won't boot. blinking cursor with blank screen, cursor just blin

I am cloning my old drive, with win xp sp2, to my new drive. and when It try to boot from the new drive the boot freeses with a blinking cursor at top left.

tryed fixboot, fixmbr, restore but to no avail. My old drive still works and boots just fine, what is wrong with my bran new drive?

Is windows protecting itself from being copied?

I'll try to update the bios like the other guy did (newer drives maybe not supported?)
