Windows picture viewer editing problems

I have suddenly experienced problems in editing pictures using Windows Picture Viewer. I used to have a toolbar at the top which allowed me to crop and edit etc, plus various icons (red eye etc) down the right hand side. Now these have suddenly all disappeared. When I try and edit now I land up with a Paint screen. Is there a way of changing back the program that edits the pictures? And how do I find out what it was before?

After a bit of experimenting I have now discovered the old editing program was Nero Photosnap. However, this program will no longer open any of my images. I just get an error message saying '[file name x] could not be opened'. How do I make it work again? And how do I restore it as the default editing programme in Windows Picture Viewer?
