Classic LOGON?

I have tried: Change the way users log on or off. But it's still on Classic Mode, the Log Off however is New and so is Turn off computer. Basically when i turn on my PC, and when it gets to the logon part i have to actually press Enter for it to logon... And plus it's classic. I want to change it to New

Help :-[

Installshield is also not working..
