Ok so i have run Avast and it was 100% ok
ran windows update and now everything is up to date
Ran TFC and the laptop restarted
Finally i ran Autoruns and saved the file

Under normal conditions System Idle Process should be above 95% when idling. There is definitely something wrong with your computer (Avast test should have taken a fraction of the time it took on your computer). Please do the following:
1: Open Task Manager > Processes. Expand the page, do not touch anything, make sure that no scan by any program is running (and no updates or download/upload) and just watch the table for a minute or two. write down which processes were most active (above 5 percent or so).
2: Download HDTune from my list of links below. Run the program on benchmarking and report AVERAGE data transfer speed.

I am currently running MBAM again becuse i was going to start a thread under Malware Removal and Spyware Removal area

I watched the Task Manager for a few minutes:
System Idle Process - SYSTEM fluctuate between 60 and 85%
Taskmgr.exe - dell runs between 5 and 15%
explorer.exe - dell runs between 5 and 15%
also noticed ifrmewrk.exe - dell comes in and runs at about 15% for a 5 seconds and then goes back to zero
then a few other programs come in at about 8 % for a few seconds then goes back to zero
I did not see HDTune in your list and what steps do
