I have a nasty virus internet security 2010

I have virus called Internet Security 2010 and there are two icons on my system tray in the bottom right hand corner, one with a red circle with a white X in it and an imitation of a windows shield icon.

It changed my desktop background to a dark blue with a square that says I am unprotected and should install the latest software. Basically, it's a fraud. My desktop icons have dark blue linings and the icon names are highlighted in the dark blue.

I cannot access the task manager. I restarted my computer and when I turned back on, it said a logon.exe was missing. The desktop icons are still highlighted, the system tray still has the icons in it, the background is now all dark blue, and I still receive pop-ups. My computer also seems to be running slower than usual.
