Blue Screen during reboot

I'm running Vista and recently I've had the blue screen show up during reboots. The screen appears for 2 seconds max before it reboots again to the "Windows did not shut down properly" screen. From there I can select to either boot in safe mode or normally and either works. But if I do normally, after awhile I get the blue screen again and the cycle continues.

I've run the memory test and system test and neither showed any problems. Also ran CCleaner but that didn't help either. Any thoughts?
