Extra Toner Comes Out On Foil Embossed Paper

Hello:

I have paper with a foil embossed border. When I print my document to it, extra toner (Cyan and Magenta) appear in streaks on the embossed part. If I use plain paper, everything comes out fine. I've told the printer to print to cardstock like I should, but I can't figure out what about the foil is causing the printer to put the extra color there. Again, the extra color is ONLY on the foil embossed part.

What's happening here? Surely the embossed part isn't magnetically charged or something is it?

Any information will be greatly appreciated.
