After I formatted my XP Home computer my "Add/Remove Programs" application is completely empty - all white with no programs...

Nothing has been installed yet, but I thouht something might be showing? Or is that normal?

Normal since you have installed no programs and probably not done any of the updates yet for the OS.
Once you do windows updates then it will populate for you. Install a program and it will populate. You should be fine so far.
