Got a laptop that, awhile back, got a pop-up that said I had a virus and need such and such program... since then, I am unable to go into my Registry Editor, connect to the internet, or install any antivirus program i.e. AVG, HiJack This, Malware Bytes, etc... also I can't do a system restore... any ideas would be appreciated...

System Info:

Microsoft Windows XP SP3
AMD Athlon XP-M 2200+
