Hello vjnny40...

Have you tried booting into the Safe Mode Administrator account and giving your regular accounts administrative permissions?

Bring up your log in screen and press CTRL/ALT/DEL twice consecutively. That should bring up your administrative log in screen. Leave the password blank and press enter. If no one has changed the default administrative account password, you should be in business.

The account is most likely hidden from view. XP will not let you delete the only remaining administrative account. It's a built in safe guard.
