Please help with my Pop Up Blocker

Hello, you wonderful guys! You always help me and I love ya all.

I have gotten IE 8 and cannot get the pop up blocker to stop blocking.

Of course, I've used the tools menue and turned it off. It reads as off too.
Then I went to my Control Panel and Internet Connections and made sure it's
turned off and it is.

But it's still popping up! I have a website and am unable to return mail from
my website email address because the pop up blocker nabs it every time!

Any one have an idea for me?
