my daughter asked me a question about how to tie together a database with her c++ coding on a web page. any ideas how to go about that, example database has all post offices in US. online code to be entered is by city,state, how then do you querry the database for all for that state or city.

You have not given enough information. It all depends on what kind of database system she is using.
Anyway, you can use C++ Server Pages (CSP) to code your web site in C++. You already know how to interact with database in C++ so you can use it better.

For more portability, if you are using a popular RDBMS like mySQL, postgresql or MSSql etc, then simply use PHP for designing your web pages. PHP supports all kinds of databases.
