Does fan brand matter?

Depending on the fan brand does it affect the noise level or air flow?

This is for a case fan and its 80mm.

Noise level not so much as most fans now days are low noise.
I would suggest a fan that is made specifically for your system if it is for the CPU.
If your system can handle a larger fan size for the second case fan then that will also help as the larger fans do not turn as fast but move as much air if not more.
Slower fans means less noise and vibration.
Since you did nto state which fan you are asking about i can only give you general answers.
