Computer Lagging

Hey World,
Ok so my computer "lags" it doesnt freeze or lock up but it lags
its grand when im just on my desktop or in a folder (computer isnt doing much)
But once i go onto the internet or a game BAM! it starts freezing
the best example is when watching a video on youtube the screen
basicly just lags not the video but the whole screen cursor and all

It is an old computer bought in 2001. Ya i have a newer one that i use for everything
but its not in my room this one is and i would mainly use it for working
on maps in hammer and listening to my music and stuff like that
It came with windows ME i upgraded to XP as soon as i could and it worked great for years

I noticed it was getting full and i couldnt free enough space by just unistalling stuff
so i decided i would format it installing windows XP. Then once everything was done
i logged in and LAG this hasnt happened before on the computer only after fomatting.
At first i though that i might have been missing some drivers. So i went into my
device manager and nothing was missing and i dont know what could be causing it :)

Any advice?
How to fix?
whats wrong with it?
