trojan.dropper etc. Transient Detection

In six years have I not been stumped, but this one has me stumped. trojan.dropper is the dominant virus detected but sometimes not detected after duplicate scans. Virus has been quaritined/removed by several software packages but it (and/or other malicious sofware) is detected again after cleaning. I've tried in safe mode with system restore disabled, everything, but still have problems. Main symptom is relentless browser redirects mostly to "online survey center" (independent of browser type). Any ideas???
